Central Business District or CBD is a term used to describe the heart of an urban downtown. The United States Census Bureau designated certain census tracts as CBDs in the 1982 Census of Retail Trade, but has since ceased making an official designation. There are no rigid specifications or generally accepted rules about what makes a central business district. However, CBDs are generally characterized by very high land valuation; a high concentration of businesses, offices, theaters, hotels, service business; and high traffic flow. CBDs include one or more whole census tracts.
